Detailed Description * WHAT. Flash flooding caused by excessive rainfall continues to be possible. * WHERE. Guam, Rota, Saipan, and Tinian. * WHEN. Through Thursday morning. * IMPACTS. Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS. - Two tropical systems will merge southeast of Guam. Locally heavy rainfall of 3 to 6 inches is possible as pockets of heavier heavier rain develop. - http://www.weather.gov/safety/flood
