Detailed Description * WHAT. Flooding caused by excessive rainfall is possible. * WHERE. Portions of Oklahoma, including the following counties, Beckham, Blaine, Caddo, Comanche, Custer, Dewey, Ellis, Greer, Harmon, Jackson, Kiowa, Major, Roger Mills, Tillman, Washita and Woodward and northern Texas, including the following counties, Baylor, Foard, Hardeman, Knox and Wilbarger. * WHEN. From this evening through Friday evening. * IMPACTS.
